简介: 边防作战参谋肖克凡，接受了上级命令，去南海边防地区阻止携带有新合成毒方的毒枭吴温偷渡出境，同时寻找国际偷渡团伙的首领“珍珍”。在海南边防支队队长郭万全及国际刑警卓娅的全力配合下，肖克凡与匪首“珍珍”斗智斗勇，识破敌人的一个又一个烟雾，破获了一次次的偷渡活动，抓获爪牙阿龙，打入偷渡组织内部，使得“珍珍”惶惶不安，内部四分五裂。边防部队在边防局邓参谋长的指挥下，实施了代号“蓝色”的反偷渡行动，配合肖克凡，不但抓获了毒枭吴温，还摧毁了国内的特大偷渡走私集团，首领“珍珍”开枪自杀。
