简介: 古城南阳，扼守要冲，卧虎藏龙，历来为兵家必争之地。乾隆年间，一批秘密押往京城的金银珠宝，途经南阳时突然失踪，押解官兵二百余人全部被杀，南阳知府项天爵亦以身殉职。消息一传出，朝野大惊，皇上大怒，特派新科进士顾一贯继任知府，查处要案，捉拿凶手。顾知府到任后，怪事连连，府衙频频闹鬼，蒙面人连连出没，凶杀案接二连三。顾一贯假装害怕，声言不再追查，表面上结交乡绅权贯，沉湎于酒色，处理一般的政务案件，并做出了与风流妩媚的项知府遗霜调情鬼混，和杏花山土匪白四黑明来暗往，向府衙总管项天阁义妹项媚儿求婚等荒唐举动。实则暗地摸查线索，积蓄力量以求一击。虚虚实实，真真假假。是智斗是巧取？还是大张旗鼓？
