简介: 负塔罗斯军团联手牙鬼族袭击了银行，还偷走了电王的通行证，妄图统治全世界。为了打倒恶徒，时间列车分局成立了，桃塔罗斯等人干劲十足地开始了调查。警视厅派来了铃木刑警负责此案，铃木是个很胆小的警察，让良太郎他们哭笑不得，但又不得不协助他的工作。铃木执着于立功，独自一人潜入负塔罗斯军团的秘密基地，不料中了圈套。前来救他的良太郎等人也不幸中了陷阱，但好在成功逃脱。而此时，负塔罗斯军团已经向国会议事堂发起了进攻。为了阻止他们，假面骑士电王与月骑强强联手，击败邪恶。
